What is VTDP?

The Voting District Project (VTDP) provides Tennessee’s officially appointed redistricting data liaison with the opportunity to submit and verify voting districts that will be published in the 2030 Census P.L. 94-171 Redistricting Data. Voting districts include areas typically called precincts, election districts or wards in local terms.

Why does VTDP matter to a community?

The Voting District Project ensures that each county’s election districts are properly represented in the 2030 Census data. Along with the Block Boundary Suggestion Program, VTDP is a critical step to ensure a county’s election precincts are properly bounded by census blocks as is required in Tennessee statute TN Code § 2-3-102(a).

How does VTDP work?

The Tennessee Comptroller’s Geographic Services department in the Division of Property Assessments serves as the Tennessee liaison to the U.S. Census Bureau’s Redistricting Data Program and coordinates the state’s VTDP review. The department regularly assists county election officials in maintaining voter precincts. Tennessee law requires that counties making voting precinct changes report the modifications to the Comptroller and that they provide updated maps.

Who can participate in VTDP?

The Tennessee Comptroller of the Treasury is the state’s redistricting liaison and oversees VTDP for the State of Tennessee. They maintain contact with county election administrators throughout the decade and will coordinate updates for the program.

Notices and Census Bureau Announcements

In late 2027, the Census Bureau will publish Federal Register notice to announce the beginning of Phase 2 of the 2030 Voting District Project (VTDP).
