What is the New Construction Program?

The New Construction Program provides eligible state and local governments in Tennessee the opportunity to update the Census Bureau’s residential address list with addresses for housing units under construction after March 1, 2028, and that are expected to be completed by Census Day on April 1, 2030.

Why does the New Construction Program matter to a community?

The new construction program is one of the only ways to ensure that housing units which are under construction or newly authorized by permit after LUCA is completed, will be included in the 2030 Census.

How does the New Construction Program work?

In response to the New Construction Program, participating agencies submit a list of addresses in a specified format to the Census Bureau. Because some locations will include street addresses which do not exist in bureau’s maps, the address lists are required to include information necessary to spatially locate the new residences. Single-dwelling homes, multi-dwelling structures with individual unit identifiers and group quarter locations can be submitted.

Who can participate in the New Construction Program?

Municipalities, counties and the state of Tennessee are eligible to participate in the New Construction Program. Invitations will be sent to both the highest elected official in each of those areas and to the Local Update of Census Address (LUCA) Liaison if community participates in that earlier review activity.

What software and data are required?

  • The Census Bureau provides the necessary software and data to participate in the program. This includes an online software called Geographic Update Partnership Software (GUPS) that is used to input the new addresses. Advanced users of geographic information systems may elect to use their software to input the addresses into a Census Bureau defined schema.

Detailed information about plans for the 2030 Census New Construction Program is not currently available. However, the program is outlined in the 2030 Census Operation Plan as one of three external address reviews that are planned.
