Tennessee is changing the population basis that it uses to distribute state-shared revenues. Under new legislation that becomes effective in 2026, revenues with formulas based on population will use estimates that are revised annually, rather than relying on figures from the last decennial and special censuses, as the state has done for decades.
There are some practical steps that local governments, especially municipalities, can take to ensure that the data used in calculating population estimates are accurate and complete. This webinar will provide an overview of the legislation, methods and data used to prepare population estimates for counties and incorporated places. Then, it will discuss information used in producing the estimates and how to determine if these two key pieces are correct:
- Number of new housing units authorized by building permit from the Building Permit Survey
- Incorporated area boundaries
In both cases, there is a short window of opportunity over the next two to three months to correct errors or provide missing data that can improve a community’s population figures. Representatives from the Tennessee State Data Center, responsible for producing the estimates, and Comptroller of the Treasury staff, who oversee the state’s municipal boundary program, will provide information on how you can check the status for your community.
